I removed roughly half of a video, exported H.264 MP4, and the new file is almost as large as the original full-length recording. Nothing expensive was added. Is this usually just the export bitrate being much higher than the source?

Most likely. File size is driven primarily by bitrate times duration, not by how simple the edit looks. A shorter export at 30 Mb/s can rival a longer source that averaged 10–12 Mb/s.
