An animated GIF/lower-third looks stable in preview but flickers in the final MP4. Changing export frame rate changes the flicker. Is it better to convert the overlay to video first?

That is a useful diagnostic. GIF timing and project cadence do not always map neatly. Converting the animation to a normal video stream at the project frame rate removes ambiguity.

Also test hardware versus software encoding and inspect the overlay's own frame rate. If the problem follows the overlay across encoders, normalize the asset rather than the whole project.
