My camera offers H.264 and H.265 for 4K60. Storage is not a problem; I care more about a responsive Windows timeline. Is H.264 still the safer capture choice when editing speed matters most?

Often, because H.264 has extremely mature decode support, but it depends on the actual GPU. A modern machine with full HEVC hardware decode may handle H.265 just as comfortably.

Do not assume the camera modes are otherwise identical. Some cameras tie 10-bit, HDR/Log or higher-quality modes specifically to HEVC.
